Minnesota has embarked on a strong motorcycle rider education program.  They also have an excellent website that focuses on the visibility of the rider as a primary means to decrease accidents.

From almost every accident case that I handle the offending driver usually says "I just didn't see him!"  Maybe Minnesota is onto something although I do not see a lot of Harley riders changing their leathers for high visibility florescent green or orange overcoats.
